The International Lake Environment Committee Foundation (ILEC), formed in 1986 is an international non-governmental organization (NGO), and was given legal status in 1987 by the Japanese Environment Agency and Ministry of Foreign Affairs.
ILEC was organized with the aim of promoting environmentally sound management of natural and man-made lakes and their environments consistent with sustainable development policies by promoting international research and investigation, and by facilitating the exchange of findings and knowledge among the experts throughout the world.
ILEC is permanently located in a building shared with the United Nations Environment Programme-Division of Technology, Industry, and Economics-International Environmental Technology Centre (UNEP-DTIE-IETC). This building is located on the shores of Lake Biwa in Shiga Prefecture, Japan.
ILEC is administered by the Board of Directors all of whom are honorary. Current Director General. Prof. Hironori Hamanaka is from the Faculty of Environmental information, Keio University ;and Former Vice-Minister for Global Environmental Affairs. The Board elects a Scientific Council representing different countries. The present chairman of the Scientific Council is Prof. S.E. Jorgensen of Denmark, a recipient of Stockholm Water prize, 2004.
India is represented on the Council by Dr M.A. Chitale, former Secretary, Ministry of Water Resources and also a recipient of Stockholm Water prize, Prof. T.N. Khoshoo (former Secretary, Ministry of Environment & Forests) and Prof. M.G.K. Menon (former state Minister of India) have been past members of the Council.
